SOLICITATION FOR BIDS
(Bid Notice)
Sealed competitive bid proposals will be received by the Construction Manager for Northern Oklahoma College C/O Enid Public Schools, located at 500 S. Independence, Enid, OK 73701 until 2:00 p.m. on the 12th day of March, 2026 for furnishing all necessary construction, labor, materials and equipment for the Northern Oklahoma College Athletic Training Education Center Failing Field located at 271 Montgomery Avenue, Enid, OK 73701.
Bid proposals received shall be in strict accordance with Specifications and Contract Documents which have been prepared by Corbin Merz & Haney Architects.
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened.
Said bids will be publicly opened, read aloud, and tabulated by the Construction Manager in the Enid Public Schools Board of Education Building, located at 500 S. Independence, Enid, Oklahoma, beginning at 2:00 p.m. on the 12th day of March, 2026. Bid proposals received will be summarized and presented to Northern Oklahoma College C/O Enid Public Schools Board of Education at their scheduled board meeting, located at the Enid Public Schools Board Room at 500 S. Independence.; Enid, Oklahoma. It is the intent of the Board of Education to award and execute the contract(s) for construction at this meeting.
The Contractor shall identify his Proposal on the outside of a sealed envelope by writing the name of the project, Bid Packet Number, and the name of the Proposer. No oral, telephone or telegraphic proposals will be considered. Bids may be hand delivered to the bid opening, or mailed to Henson Construction Company located at 2300 West Oklahoma, Enid, OK 73703, prior to 12:00 p.m. on March 12th, 2025.
Plans and Specifications, Selection Criteria, Information for Proposers, Request for Proposal Form, Contract Form and Sample Bid Bond, Payment and Performance, may be examined without charge in the office of the Architect and in the Autry Tech Plan Room.
Bonafide approved prime proposers (bidders) may obtain Plans and Specifications from the Construction Manager, Henson Construction Company, 2300 West Oklahoma, Enid, OK 73703; 580-234-7229 phone, 580-237-7969 fax. A deposit of $75.00 per set will be required. Deposit will be refundable, upon submission of a timely proposal and return of the Plans and Specifications in good condition, to the Construction Manager's office within the time stipulated by the Construction Manager. Failure to do either as specified will forfeit the deposit. Sub-Contractors and Material Suppliers may also obtain Plans and Specifications upon payment of reproduction and mailing charges. Plans and specifications are also on file at the Autry Technology Center "Plan Room", and construction news agencies in Oklahoma City, OK. Digital copies are available to subcontractors and suppliers upon request at no charge.
No site visitation will be allowed without prior approval of the Owner and at a time designated by the Owner. Any visitation must be arranged by contacting Henson Construction Company, at 580-234-7229.
All Contractors for the above listed work shall prepare and submit to the Construction Manager, Pre-Qualification Statement showing evidence that the Contractor has successfully completed work on projects of similar size and scope. Contractor's Pre-Qualification Statement shall list past projects, owners, architects and engineers with contact persons and telephone numbers.
Business Relationships Affidavit, Non-Collusion Affidavit and cashiers check, certified check, Surety Bid Bond, or an irrevocable letter of credit in the amount of five percent (5%) of the gross amount of the base bid as a guaranty shall accompany the sealed proposal of each bidder. The Owner reserves the right to reject any or all bids. No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.
The successful bidders will be required to submit statutory Payment, Performance, Defect and Maintenance Bonds, or Letters of Credit in lieu of those bonds, proof of liability and workers' compensation insurance, prior to commencing work on the project. The awarded contract will contain a provision requiring the successful bidder to periodically provide during the performance of the Project a signed "Contractor Compliance Statement" declaring that no employee working on the school premises during normal school hours is convicted in this state, the United States, or another state of: (1) any sex offense subject to the Sex Offenders Registration Act or the Mary Rippy Violent Crime Offenders Registration Act in this state or similar law of another state's or the federal sex offender registration provisions; or (2) any unpardoned felony offense within the last ten (10) years. The prohibition against permitting employees convicted of a felony offense to work on school premises will not be applicable if the person is a volunteer or performing community service hours under a court order or performing services under a supervised work release program or when ten (10) years have elapsed since the date of the criminal conviction or if the employee has received a pardon for the criminal offense. The successful bidder will be required to obtain signed "Subcontractor Compliance Statements" from all subcontractors on the project. The submission of executed compliance statements will be a condition to receiving periodic and final payments on the contract sum.
For purposes of your bid, do not include any local or state sales tax. The Owner will appoint the
successful bidder its agent for the purpose of receiving tax exempt status on purchase of materials for this Contract only. Authority Oklahoma Statute Article 68 Paragraph 1356, 1983.
