The advance public notice of the meeting was posted at 4:04 p.m., February 20, 20254:04 p.m. February 20, 2025 in prominent view in the office of the County Clerk, the office of the County Commissioners, the first-floor bulletin board in the Garfield County Courthouse, and the outside Bulletin Board, Enid, Oklahoma. Present: Clarence Maly, Chairman; Reese Wedel, Vice-Chairman; Joe Kegin Jr., Member and Lorraine Legere, Garfield County Clerk, Secretary. Absent: None. The Chairman lead the Commissioners meeting with the Pledge of Allegiance. Wedel made the motion for the Board to approve the minutes of February 18, 2025 February 18, 2025 as presented to the Board. Aye: Maly, Wedel and Kegin. Nay: None. Joy Baker-Qualls, Garfield County Juvenile Officer presented the January 2025 Monthly Report for the Garfield County Juvenile Office. No other action took place at this time. Kegin made the motion to approve, for the Chairman to sign the claim against the Ad Valorem Reimbursement Fund, per 62 O.S., Supp. 1993, Section 193 for loss of revenue due to exemption of new or expanded manufacturing facilities in 2023, for the 2024 tax year. Aye: Maly, Wedel and Kegin. Nay: None. Wedel made the motion to approve and sign Change Order 3, which includes a partial payment of $1,012.00 of PCO #4, and all of PCO #5 which is $5,606.00 for a sum total of $6,618.00 for Renovations to the New District Attorney's Office from Henson Construction. Aye: Maly, Wedel and Kegin. Nay: None. Kegin made the motion to approve and sign Contingency Change Order 3, which includes all of PCO #3 in the amount of $3,684.00, and a partial payment of $260.00 of PCO #4 for a total of $3,944.00 for Renovations to the New District Attorney's Office. Aye: Maly, Wedel and Kegin. Nay: None. Wedel made the motion to approve and sign the Transfer of Appropriation for account balances within the Sheriff's Fund-Assistance Grant in the amount of $15,500.00. Aye: Maly, Wedel and Kegin. Kegin made the motion to approve and authorize the Chairman to sign the Appointment/Removal of Requesting Officers for the Pioneer Skeleton Creek Fire Department as follows: Appoint: Eric Hofferber Remove: Chuck Spencer Aye: Maly, Wedel and Kegin. Nay: None. Wedel made the motion to award Bid #25-11, for the Garfield County Re-roofing Re-Bid to the low bidder, Next Level Roofing, Bixby, Oklahoma in the amount of $108,000.00. Kegin made the motion to award Bid #25-12, for the Global Positioning System-Survey for the Garfield County Highway Safety Department to the low bidder, Geoshack, Dallas, Texas in the amount of $42,296.52.
